The Former President's Progressive Alarm Misses The Continent's Real Danger: Technological Stagnation.

The recent US national security strategy presents a flawed view of the European Union. It claims that unrestrained immigration and what it terms "woke" agendas represent an grave risk to the continent's identity. However, this argument is based on a fundamental misinterpretation of the situation. The actual danger facing the EU is not societal but economic and technological lag.

The Stark Growth Gap Separating Europe and the US

The data reveal a sobering picture. From 2008 and 2023, US GDP grew by 87%, while a paltry thirteen and a half percent increase for the EU. During this time, EU GDP per capita fell from over three-quarters to just half of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than several leading EU nations like Italy and France.

Currently, about half of the world’s 50 largest technology firms are US-based, while only four are European.

The Innovation Deficit: A Critical Problem

This widening economic gap is driven by superior productivity growth in the United States, fueled by breakthroughs and higher total factor productivity. The scene of world technology dominance is decidedly American. Over the past five decades, hundreds of American startups have grown into companies valued at more than $10bn, compared with just 14 in Europe.

This gap prompts a vital issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does the EU stand? Most analysts concede it is largely a contest between two between the US and China, with European nations starting at a clear handicap.

Root Causes of Europe's Innovation Gap

A number of key reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and agile network for funding startups. Europe still lacks a genuine unified investment market, a factor that caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper European business. A US startup can launch a product under a single set of laws to access a market of hundreds of millions. The European Union, despite a bigger population, is divided among 27 different national systems, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, business failure was historically viewed with stigma, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

In spite of these challenges, there are causes for optimism. Policymakers are growing more conscious of the existential challenge and have begun to propose serious reform. Key analyses on European competitiveness and the internal market highlight the need for sweeping reforms.

Given appropriate policies and regulatory reforms, Europe's strengths might enable much higher degrees of commercial innovation.

Europe retains considerable strengths: skilled human capital, top-tier education systems, and premier labs. Coupled with a large internal market and high savings rates, these foundations have the potential to unleash a new wave of investment and entrepreneurship.

Importantly, even if the EU does not become the leader in creating next-generation technologies, it can still dramatically increase productivity by adopting and adapting innovations from other regions.

A Critical Juncture

Europe now faces a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. But, if it fails to take decisive action to address its deep-seated problems, today's slow erosion could give way to a rapid and permanent loss of world influence.
