Sheff Wed Deals with a 'Significant Problem', Declares New Football Authority

'Our role is integral to football's future' - newly appointed regulator the regulator's chair

The Championship club's current difficulties represent a a "major concern" and the football regulator is seeking powers to look into club affairs in similar circumstances, the recently named head the official has declared.

In a wide-ranging interview, Kogan, who was appointed on Monday, voiced concern towards supporters of the Owls.

Kogan met with four fan organizations representing the Championship side recently.

The football club have been struggling on and off the field in this season, with the club missing wage payments on five separate occasions, including in September.

"Obviously the club has become a major concern for the league and a major challenge for the sport," the regulator explained.

"Sheffield Wednesday is one of the historic institutions for English football and this week we have met supporters' organizations.

"We are seeking authority... which will permit us to bring Wednesday and comparable cases brought to our attention if they need to be investigated and dealt with."

Financial Struggles and Ownership Situation

The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be open to selling the club at the stadium, but he has not been able to secure a deal with prospective buyers.

Failure to pay player wages on time in earlier this year caused limitations by the English Football League (EFL) in June, blocking the team from conducting any transfers or loans for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where people are committed to a community organization that has existed throughout their lifetimes in many cases.

"I completely understand the club's situation, as I do for each organization that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the followers."

When asked if the regulator could force an chairman to relinquish a club if they are considered unfit, the regulator answered: "When asking whether 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that forcing owners to sell clubs would be viewed as the ultimate measure and the authority would rather to work with them.

"The final option we would consider is start getting involved with an particular organization, an specific proprietor, without having the opportunity to collaborate with that owner to try and resolve the issues that the club's facing and the owner's facing," Kogan said.

"In actuality, when you look back over the history of the sport, over the last 20 or 30 years there have been particular chairmen, not many, but some who have been irresponsible in the way which they've been managing their organizations and finally decline to assume obligation for the future."

Wednesday followers have been voicing opposition to the team's chairman during the current campaign

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with representatives from 110 clubs to explain the responsibilities of the authority recently and insisted it was a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"It's a job that's actually really important, because if we get it wrong, if the football community fails, the remarkable development accomplished could disappear incredibly quickly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a major achievement - we need to continue the progress.

"Considerable investment coming into football and has come into football for the last 20 or 25 years, because there's no guarantee it will keep flowing into the sport, which is among the factors explaining I think we have to adopt a precise perspective on risk and of course, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the achievement and development as an economic entity of the Premier League.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of England. But at the same time, if you consult with top flight officials after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a considerable comfort."

Ideological Links

Kogan is still facing a "thorough examination" by the official appointments authority after he acknowledged providing funds to the Labour Party in the past.

The official contributed funds to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," Kogan said.

"I am no longer involved in any sort of politics."
